Land sale OK'd for downtown Portsmouth apartments

PORTSMOUTH

Work could start next spring on nearly 300 new apartments near the downtown waterfront after a $3.6 million sale of city land received final public approval Tuesday.

The project represents an early step in reshaping the city’s waterfront to include more private, revenue-generating development.

Oxford Properties LLC plans to purchase about 4.2 acres across two sites, both of which are currently parking lots. One is sandwiched between the City Jail and the Elizabeth River; the other is a block away, across Crawford Street.

Oxford, an Atlanta-based firm, must still secure financing for what it expects to be a nearly $40 million project. Closing on the property is expected around the end of this year, and Oxford would like to begin work after that when weather allows, Economic Development Director Patrick Small said.

The company still must secure enough parking spaces for all of its potential tenants. Oxford plans to build some parking with its apartment buildings, but it won’t be enough to meet the 2-1 space-to-apartment ratio Oxford wants, said Bill Hall, a regional development partner with the company.

Hall said the company will work with the city to reserve spots in nearby garages. About 280 spaces will be lost when Oxford builds on the two lots.

A preliminary proposal last year said Oxford would pay $4.7 million for the land. However, the company found through soil tests that its buildings would require deep pilings that would increase the cost of the project but would also reduce the city’s asking price for the land.

The council-appointed Economic Development Authority approved the sale after council members signed off on it last week. The EDA is used by the city as an intermediary to transfer public land for development.

Hall has said the apartments would provide an “upper-scale community” for young professionals, including those who work at Portsmouth Naval Medical Center and others who could commute by ferry to downtown Norfolk.

Joe Elder, a merchant whose store is steps from Oxford’s waterfront site, said the city needs a high-end product at such a prominent spot.
